Democrat John Cullerton is president of the state Senate. He says lawmakers may override the governor's veto of some budget legislation. Cullerton acknowledges the budget passed so far is only a temporary solution.

CULLERTON: The governor could manage the government without shutting it down for a period of time while we get the Republicans on board. There seems to be some movement by the Republicans toward possibly supporting an income tax, but they need some time, and they've told us this.

Senate Republicans say it could be a while before they start talking about a tax increase. Deputy GOP Leader Dale Righter says some of the reform his party is demanding will take months to develop. That includes pension and Medicaid changes. Righter says the legislature should pass a three month temporary budget so social service agencies and state employees get paid.
